Other than those matters covered by specific consultation questions below, our overall assessment of this draft Guidance is it is helpful, though over-long and in places unclear. The principal beneficiaries will be charity trustees. In this Guidance, taken together with the General Public Benefit Guidance, the Commission is ambitious in its hopes it will be thoroughly read, absorbed and applied by trustees.
